Can I put a cover over my hot plate?

No. This deems the  appliance to be a stowed appliance.
An aftermarket cover which goes over your gas hotplate is only lawful if it goes over the appliances own cover and the appliance is fitted with a flame safeguard system that cuts off the gas flow when closed. (See Clause  6.3.2)
